Broward County

One county, thirty-one building departments

Broward County runs from Hallandale Beach in the south to Deerfield Beach in the north, and from the Atlantic west until the pavement stops at the Everglades conservation areas. About 1.9 million people live inside that band, and effectively all of them live in an urban area — there is no rural remainder to speak of. Thirty-one incorporated municipalities share the space, and Fort Lauderdale is the county seat.

The housing stock reads east to west like a timeline. Post-war concrete-block ranches sit near the coast and along the old Dixie Highway corridor. Behind them come the 1960s and 1970s neighborhoods through Plantation, Sunrise and Tamarac. Then the big master-planned subdivisions of the 1980s through the 2000s spread west into Weston, Miramar, Pembroke Pines and Coral Springs, most of them under concrete or clay tile. Add the condo and low-rise buildings on the barrier islands and you have four genuinely different roofing conversations in one county.

What holds it together is the code. All of Broward sits inside the High-Velocity Hurricane Zone, and building code administration is overseen countywide by the Broward County Board of Rules and Appeals. What is not uniform is the paperwork: the permit is pulled at the city, and Fort Lauderdale, Hollywood, Coral Springs and Pompano Beach each run their own building department with their own submittal habits and inspection scheduling.

Different roofs east to west

Near the coast — Hallandale Beach, Dania Beach, the older parts of Fort Lauderdale and Pompano Beach — the enemy is salt. Salt air corrodes fasteners, drip edge and flashing years before the roof covering itself gives up, so a coastal specification is not the same as an inland one.
